郓城县位于山东省西南部，辖21个乡镇，1031个行政村，109.47万人，10个社区居委会，总面积1643平方公里，其中耕地面积157万亩。
郓城文化底蕴深厚。郓城历史悠久，早在春秋时期筑城名郓。郓城是水浒故事的发祥地，素有“梁山一百单八将，七十二名在郓城”之说，义军领袖宋江、晁盖、吴用都是郓城人，与水浒故事有关的遗址遗迹较多，有智取生辰纲的黄泥岗，宋江杀惜的乌龙院，梦得天书的九天玄女庙，宋江故里的宋宅、宋坑、宋井等。优秀传统文化和民间艺术渊源流长，是闻名全国的“戏曲之乡”、“武术之乡”、“书画之乡”。郓城钟灵毓秀，人才辈出，涌现出著名歌唱家彭丽媛等。宋江武术院列全国十大名武馆（校）榜首，组建的“狗娃艺术团”以其独特的魅力蜚声海内外。
郓城自然资源丰富。黄河流经郓城28公里，年均引水量2.5亿立方米，水资源总量4.32亿立方米。优质煤储量28.15亿吨，煤田面积439.6平方公里，境内设计赵楼、郭屯、彭庄、郓城四对矿井和装机总容量4×60万千瓦的大型坑口电厂，正在进行前期建设。农业基础较好，名优稀特品种较多，鲁西黄牛驰名中外，小尾寒羊被誉为“世界明珠”、“中华国宝”，是全国商品粮、优质棉、鲁西黄牛、小尾寒羊、青山羊生产基地县和平原绿化先进县，1994年农业增加值和粮食、棉花、油料、肉类总产量五项指标均进入全国百强县行列。全县植棉62万亩，总产100万担；桑园面积1万余亩，鲜茧产量60万斤；片林面积达到55.5万亩，木材蓄积量260万立方米；肉蛋奶总产16.14万吨；大牲畜存栏14.08万头，猪40.65万头，羊159.46万只，禽1215万只，其中鸭450万只，鹅50万只，年产鸭羽、鹅羽737.5吨。棉纺织、木材加工、畜产品加工依托资源优势发展迅速，块状经济已具雏形，成为郓城的主导产业。
郓城投资环境优越。郓城靠近中原腹地，是中国东部与中西部的结合部，区位优越，交通便利，“京九”铁路纵贯全境，设有3个客货站，乘京九列车北上北京5小时即达，南下深圳18个小时路程。沿日东高速公路到山东重要港口城市青岛3个半小时，到日照港2小时，到省城济南2小时即达，以郓城为中心500公里半径范围内覆盖近3亿人口。欧亚大陆桥与京九铁路在此交汇，形成海铁联运，成为郓城走向全国、走向世界的大通道。基础设施日趋完善，邮电通讯现代化与国内同步，交换机容量15.8万门，移动电话近5万户；县工业园区被山东省人民政府批准为省级经济技术开发区，总体规划50平方公里，先期开发的16平方公里达到七通一平，载体功能进一步增强，引进企业118家，投资总额30亿元；县城建成区25.6平方公里，城市人口15万人，工业区、商贸区、居民区、科教区布局比较合理，新规划的5平方公里的新城区正在建设。
郓城投资政策优惠。在用地、证照办理、税收奖励、出口奖励等方面给予最大优惠，最大限度地降低投资成本。电力供应充足，投资20亿元的500千伏输变电工程、投资8.3亿元装机12.5万千瓦的热电厂正在建设，入园企业可享受0.42元/千瓦时的上网电价。用水方便，企业用水1.33元/m3，生活用水1.20元/m3。全县劳动力45万人，其中剩余劳动力近16万人，劳动力成本较低。服务环境优越，出台了优化经济发展环境的规定，建立了审批、收费服务大厅，推行政务公开和服务承诺，实行一个窗口对外，一站式办理，一条龙服务。对大项目，实行一把手工程，特事特办，一事一议。对重点企业实行扎口管理，挂牌保护，切实维护企业经营者的合法权益。
经济发展成效显著。近年来，郓城县政府认真贯彻党的十六大和十六届三中、四中全会精神，以“三个代表”重要思想为指导，团结带领全县人民，坚持科学发展观，以经济建设为中心，以改革开放为动力，与时俱进，真抓实干，经济和社会事业保持了快速健康发展的好势头。2004年，全县生产总值完成49.3亿元，按可比价比上年增长17.8%；地方财政收入2.14亿元，增长48.64%；农民人均纯收入2697元，增加390元；用电量6.23亿千瓦时，其中工业用电3.75亿千瓦时，增长33.3%。截止2004年底，金融机构各项存款余额47.55亿元，贷款余额26.78亿元，分别比年初增加5.8亿元和3.23亿元。科技、教育、文化、卫生等各项社会事业也都有了明显进步，政治安定、社会稳定的良好局面不断巩固。

Brief Introduction of Yuncheng County
Yuncheng County is located in the southwest of Shandong Province. There are 21 villages and towns，1031 administrative villages and 10 community residents’ committee under the jurisdiction of Yuncheng County government. Yuncheng County has a population of 1.0947 million. The total area is 1643 square meters, and the cultivated area of it is 1.57 million mu. The culture details of Yuncheng is deep. Yuncheng has a long history. A town was built in the Spring and Autumn Period (770-476 B.C.) was called as Yun. Yuncheng is the birthplace of the story of “Water Margin”. There is the legend of “108 generals of Mount Liang and 72 generals of them in Yuncheng”. Song Jiang, Chao Gai and Wu Yong, leaders of Yi army were all natives of Yuncheng. There are more sites and remains related to the story of “Water Margin” such as Huangni Hillock where took the birthday programme, Wulong Courtyard where Song Jiang killed his wife, Jiutian Xuannü Temple where got a book from heaven in the dream, Song’s House, Song’s pit and Song’s Well of Song Jiang’s hometown and so on. The excellently traditional culture and folk art are of ancient origin and long development. Yuncheng is the “home of traditional opera”, the “home of Wushu” and the “home of painting and calligraphy” which are well known throughout the country. Yuncheng is pregnant with beauty and productive of talent. People of talent have come forth in large numbers. Peng Liyuan, a famous singer, has emerged. Song Jiang’s Wushu Institute ranks first in ten famous Wushu schools throughout the country. The established “Gouwa Art Troupe” has enjoyed prestige both at home and abroad with the unique charm. The natural resource is rich in Yuncheng. The water of Yellow River flows over Yuncheng (28 km long). The annually average diversion quantity is 250 million cubic meters and the total water resource quantity is 432 million cubic meters. The storage capacity of top quality coal is 2.815 billion tons. The coalfield area is 439.6 squre kilometers. There are four mine shafts or pits such as Zhaolou, Guotui, Pengzhuang and Yuncheng and a large-sized Kengkou Power Plant with 4 X 600,000 kw of installed gross capacity within the boundaries of Yuncheng, which are under construction of earlier stage. The agricultural base is quite good. There are more famous quality, rare and special breeds. Luxi cattle are renowned at home and abroad. A cold sheep with a small tail is reputed as the “world’s bright pearl” and the “national treasure of China”. Yuncheng is a production base of national commodity grain, Luxi cattle, cold sheep with a small tail and green goat and an advanced county of plain planting. Five indexes such as the agricultural added value, the gross grain output, the gross cotton output, the gross oilseed output and the gross meat output entered the ranks of one hundred powerful counties in 1994. Planting cotton throughout the county is 620,000 mu and the gross output 1 million dan; the mulberry field area is over 10,000 mu and the fresh silkworm cocoon output 600,000 jin; the forest area is up to 555,000 million mu and the wood storage volume 2.60 million cubic meters; the gross meat and egg output is 161,400 tons; the total big livestock number is 140,800, the total pig number 406500 and the total sheep number 1.5946 million; the birds is 12.15 million; the duck of it is 4.50 million and the goose of it is 500,000; the duck’s down and goose down of annual production are 737.5 tons. The cotton textile, the wood processing and the livestock products processing have been developed quickly depending on the resource superiority and have become leading industries in Yuncheng. The block economy has had an embryonic form. The Yuncheng’s investment environment is superior. Yuncheng is close to the hinterland of Central Plains, is a binding part between the east of China and the middle part and west of China and has an advantageous region position and convenient transport facilities. “Beijing-Jiulong railway passes through the whole boundary. There are 3 passenger transport stations. It will take 5 hours to Beijing and 18 hours to Shenzhen by the Beijing-Jiulong train. It will take 3.5 hours to Shandong key port－Qingdao, 2 hours to Rizhao Port and 2 hours to the provincial capital－Jinan along the Rizhao-Dongming expressway by a bus. A population of about 300 million is covered with the Rizhao-Dongming expressway within a radius of 500 kilometers taking Yuncheng as a center. The Eurasia Bridge and the Beijing-Jiulong railway are joined in Yuncheng and have formed the sea and railway through transport so that this has become a big passageway of moving towards the whole country and the world. The infrastructure is being perfected. The post and telecommunications communication modernization has kept in step with the domestic communication modernization. The exchanger capacity is 158,000 gates and the mobile phone is 50,000 households. The Shandong Provincial People’s Government approved the county industrial park district as a provincial level economic technology developed area. Its overall plan is 50 square kilometers. The “seven connections and the one leveling” assuring that a construction site is connected to water, drainage, electric power, heating, communication network and roads, and that the land is leveled before a building project is begun have been completed for 16 square kilometers developed in the earlier stage. The carrier function has been further increased. 118 enterprises have been introduced. The total investment is 3 billion yuan. The built-up area of county town is 25.6 square kilometers. There is an urban population of 150,000. The overall arrangement of industrial district, commercial and trade’s district, residents’ district and science and educational district is more reasonable. A new urban district of 5 square kilometers newly planned is under construction. The Yuncheng’s investment policy is preferential. The maximum preference will be given in the aspects of land use, handling a credentials and a license, bounty on tax and bounty on export. The investment cost will be decreased to the maximum limit. There is sufficient power supply. The transmission and transformer works of 500 kilovolt with the investment of 2 billion yuan and the Heat and Power Plant of installed capacity of 125,000 kilowatt with the investment of 830 million yuan are under construction. The enterprises entered the industrial park can enjoy the on-network electricity price of 0.42 yuan/kw. The water use is very convenient. The enterprise water is 1.33 yuan/m3 and the domestic water 1.20 yuan/m3. There are 450,000 labors throughout the county; the surplus labor of them is about 160,000. The labor cost is lower. The service environment is superior. The regulations for optimization of economic development environment have been published. The examination and approval and charge collection service halls have been established. The government affairs to the public and the service promise will be pursued. By the end of 2004, each balance of deposit of financial institution of 4.755 billion yuan and the balance of loan of 2.678 billion yuan respectively increased by 580 million yuan and 323 million yuan over the beginning of the year.
